# I have not registered yet at FWCMS, can I buy the insurance?

## Can I Buy SPIKPA IG Insurance Without Registering in FWCMS?

No.  
In **most cases**, you **cannot purchase SPIKPA IG insurance without first registering in FWCMS**.

Registration and submission of your application in the **Foreign Worker Centralised Management System (FWCMS)** is **mandatory** for foreign worker permit renewal in **Malaysia**.

> **Exception (Special Cases Only)**  
> In rare situations, purchases without FWCMS registration may be allowed **only if advised by an officer from the Immigration Department of Malaysia (JIM)**. These cases are evaluated individually and are not standard practice.

## Why Is FWCMS Registration Required?

FWCMS registration is required because:

* All foreign worker permit applications must be submitted through **FWCMS**
* An **ITR (Insurance Transaction Reference)** can only be generated **after FWCMS submission**
* A valid **ITR number is mandatory** to purchase **SPIKPA IG insurance** online
* Insurance purchase triggers **automatic permit renewal processing** in FWCMS

Without FWCMS registration, an ITR **cannot be generated**, and insurance purchase via ITR **cannot proceed**.
