No, you cannot. Unless there are special cases and is subject to the Immigration Department (JIM) officer’s advice.

You must register and submit your application in FWCMS. Once this is done, proceed to generate ITR number. This ITR number is required to use to purchase SPIKPA IG insurance on the eInsurans platform.
