No.
In most cases, you cannot purchase SPIKPA IG insurance without first registering in FWCMS.
Registration and submission of your application in the Foreign Worker Centralised Management System (FWCMS) is mandatory for foreign worker permit renewal in Malaysia.
Exception (Special Cases Only)
In rare situations, purchases without FWCMS registration may be allowed only if advised by an officer from the Immigration Department of Malaysia (JIM). These cases are evaluated individually and are not standard practice.
Why Is FWCMS Registration Required?
FWCMS registration is required because:
- All foreign worker permit applications must be submitted through FWCMS
- An ITR (Insurance Transaction Reference) can only be generated after FWCMS submission
- A valid ITR number is mandatory to purchase SPIKPA IG insurance
- Insurance purchase triggers automatic permit renewal processing in FWCMS
Without FWCMS registration, an ITR cannot be generated, and insurance purchase via ITR cannot proceed.
